Is it an insuation that the law enforcement officials of this state are too stupid to recognize an Arizona license plate? Or, as many people have plate holders that cover the name of the state and tickets are estimated to be over $100, is it designed as a short-term revenue stream? Was this a pet peeve of some legislator who did not care for the frames? How much of our time and money was spent to pass this ludicrous law? What, exactly, is the purpose of this law?
